From regular sale to short sale? Now what?

Here is my situation. Our offer was accepted by the seller in Sept. We had our inspections, had our appraisal which came in at the price we agreed to pay, finally our FHA loan was approved, but the underwriter ordered another home appraisal to verify the home’s value. That appraisal was finally settled at $30k less than the price. Consequently, this changed the parameters of the sale to a short sale, and now their lender must approve. I understand the FHA HUD appraisal is tied to the house for 6 months, so we are being told the bank should no doubt accept, we are in escrow ready to close. What chance is there the bank will drag it’s feet or reject the offer altogether? Why would they? It has been a week and the seller’s agent is trying to get a decision from the bank? Do we hold off, we do have an appraisal contingency. Any advice is helpful, thank you!!!
Perhaps I was unclear, the reason this house went to being a short sale is because as a result of the FHA appraisal at 30K less than the accepted price, the seller owed more than the house is now appraised at. So the bank needs to approve the sale. Our loan was approved, we are all ready to close.

I am not sure why the appraisal would make this a short sale, when it was not before. The appraisal is not related to the original home loan. A short sale indicates you are paying less then what is owed to the bank.

If this is a short sale you are not "ready to close" you have another 10-12 weeks to get the short sale accepted. They are not likely to accept it (reject 80%) because they calculate all of their expenses into the sale, making what looks short to you even shorter. They are better off foreclosing, where they have a chance of getting the defienceny from the other borrower.

Can HUD homes be bought then be rented out?

I thought I read something about if you buy a HUD home you can not rent it out,I can't find the info on it. The reason I am asking is there has been a HUD home for sale and we were trying to buy it but someone had bid on it before us.It has been empty for 4 months ,now there is a for rent sign in the front. I am just very angry we are so low income we could of bought that home easily, now some greedy investor took our chances and is profiting from it!! Is the somewhere I can get more info? I went to the HUD site but got all confused.
We contacted to make a bid but they told us they got one and we couldn't even make an offer I guess we missed out I'm so mad.

HUD will use different deadlines for placing bids on HUD homes. The first deadline is usually for owner occupants, but if they don't get an acceptable bid it will be opened up to investors. A realtor registered to place bids on HUD homes can tell you the deadlines to place a bid, and who is eligible during that bidding round to bid.
